For Hiring Consultant(s) to carry out assignment on

  1. Guideline and SOP Development for Production and post-harvest management
  2. Guideline on Collection Point Development and SOP for Collection Point
  3. Training to the Organizational Staffs (Parmeeda) on HACCP and Food Safety Management and guideline on Mini Processing Facility Development
  4. Training of processing labour at Warehouse (Dhaka- Parmeeda) on hygiene, processing and packaging
  5. Assist and Guide in Application for HACCP/GAP for the organization and 1 (one) fish producer group.

 

BACKGROUND

The necessity of food safety including safe fish- Food safety is getting priority due to the adulterated practices at different level of value chain. Preservation, transportation and micro level packaging remains constrains. Increased pressure on population and increased health risk are associated with lack of nutrition both in urban and rural areas. Low cost source of nutrition is obviously fish, vegetables and fruits. Other hand, traditional method of cultivation provides lesser per unit production and hence leave the opportunity of multifold growth.

A lot of threats are impeding fish consumption (subsequently impacting fish producers negatively) including usages of formalin, usages of jelly to increase weight, usages of chemical treated hormones, pesticides and growth promoter in fish production, and question has mounted for quality fish. The same can be said for fruits and vegetables as well. A part from the regular threats in post-harvest, production system is also under serious threats of using different harmful elements as fish feed i.e. poultry waste and mixture of harmful elements in the feed. Maintaining hygiene according to standard is a far cry. Overall, future growth and consumption of fish sector is threatened by these constraints.

 

Parmeeda Enterprise, is working to provide safe and traceable food through building capacity of small agro-producers, mainly in the sector of horticulture and fisheries. Parmeeda has recently started collaborating with WorldFish, under the funding of Feed the Future Initiatives from USAID, for promotion of safe fish through traceable production system. Under the project initiatives, 200 fish producers from Satkhira, Gopalganj and Faridpur will be trained on safe fish production technology following good aquaculture practice (GAP). They will be also trained on postharvest management and HACCP compliance along with traceability maintenance. The standard safety measures must be practice at field and supply chain in order to get the fish sold in a market through Parmeeda.

 

 

ASSIGNMENTS

In order to achieve the objective Parmeeda is looking for a capable and experience consultant for following three assignments.

 

  1. Guideline and SOP Development for Production and post-harvest management
  2. Guideline on Collection Point Development and SOP for Collection Point
  3. Training to the Organizational Staffs (Parmeeda) on HACCP and Food Safety Management and guideline on Mini Processing Facility Development
  4. Training of processing labour at Warehouse (Dhaka- Parmeeda) on hygiene, processing and packaging
  5. Assist and Guide in Application for HACCP/GAP for the organization and 1 fish producer group.

 

Objective of the Assignments

 

Assignment 1.0: SOP Development on Production and Post Harvest Management for Safe Fish Cultivation

  • To identify critical control point (CCP) in the production level, harvesting, post-harvest management including, cleaning, grading, sorting, packaging, leveling, and transportation.
  • Draw a conclusive flow chart diagram critical for food safety and hygiene factors from input application, production and upto transportation of farmed- fish.
  • Develop Standard Operating Procedures (following its user) for each of the CCP established and Provide an Orientation Brief to Parmeeda.
  • SOP developed in such a manner, so that producers and Parmeeda have the right tools and methods for applying HACCP and other food safety measures in a systemic way.

 

Assignment 2.0 Guideline on Collection Point Development and SOP for Collection Point

  • Identify and Suggest key features of collection point, i.e places, facilities and environment
  • Suggest Critical Control Points for Collection Points.
  • Develop SOPs for Collection Points.

 

Assignment 3.0 Conducting Training to the Organizational Staffs on HACCP and Food Safety Management

  • Organizational project staffs get proper knowledge and build aptitude for food safety
  • Staffs understands the basic concepts of food safety and relevant issues
  • Staffs can take initiative, know individuals roles and responsibilities in achieving food safety standards and maintain at certain level.
  • Parmeeda as organization have built up capacity and understanding for receiving certification of HACCP, by understanding the concept, process and management following it.

 

Assignment 4.0 Conducting Training on HACCP to the warehouse workers on fish handling, processing and packaging

  • Warehouse workers have the right knowledge and skills on fish processing (small scale)
  • They understands the basic concepts of hygiene and food safety
  • They know their roles about the process
  • They understands and have knowledge of using different tools and instruments necessary in achieving HACCP certification.
  • They have the knowledge on record keeping/documentation.

 

Assignment 5.0 Assist and Guide in Application for HACCP/GAP for the organization and 1 fish producer group.

  • Assist Parmeeda Enterprise in processing application for HACCP
  • Assist Parmeeda in achieving pre-requisite conditions for successful HACCP certification
  • Assist Parmeeda in preparing/readiness of 1 producer group (under Safe fish production initiative funded by USAID/BANA) for Global Aquaculture Practice (GAP) certification

 

REQUIREMENT FOR CONSULTANT:

  1. Consultants must have adequate knowledge and experience working with Food Safety, GAP, GMP, HACCP
  2. He or She must poses experience working for private organizations as well as understands the basics of producer’s group working methodology and their cultural and economic aspects.
  3. Should have experience of developing manuals on food safety, training
  4. Should have experience in conducting training sessions.

 

NOTES FOR APPLICATION

We are looking for the same consultant for all the three assignments together, because of the alignment with the project activities, understanding of the organization and tasks and easiness of managing.

Assignment 4.0 Conducting Training on HACCP to the warehouse workers on fish handling, processing and packaging

  • Training Module
  • Pre and Post Evaluation of Knowledge level of warehouse workers.

 

Assignment 5.0 Assist and Guide in Application for HACCP/GAP for the organization and 1 fish producer group.

  • Requirement request for HACCP
  • Draft filled up application form
  • Pre-Audit Report of Parmeeda on Application Readiness.
